Related to Facility Closures

Residential Providers

Through April 28, 2020, residential providers will continue to receive the 20% payment from the Division to cover increased daytime staffing needs due to facility closures, per the guidelines below:

 

  • Provider will submit claims to DXC for Individual Supports Daily Rate for individuals who meet the reimbursement criteria outlined in Appendix M of the Community Care Program Policies and Procedures Manual.

  • Provider will not submit claims to DXC for Individual Supports Daily Rate for individuals who do not meet the reimbursement criteria outlined in Appendix M of the Community Care Program Policies and Procedures Manual, including individuals who are hospitalized or temporarily return home with family due to the COVID-19 pandemic.

  • Provider will not submit claims to DXC for services delivered to residents during daytime hours (for example, Individual Supports Hourly Rate), since daytime services are funded through the 20% payment.

  • Provider will maintain service documentation for the delivery of all services, including services delivered during daytime hours that are being funded through direct payments from the Division. Documentation requirements are flexible but must meet minimum Medicaid standards.

Through April 28, 2020, day service providers receiving the 75% payment from the Division due to facility closures will continue to receive that payment. Day providers should not submit claims to DXC for any of the following five services they are providing (remote or otherwise), as these services are being funded through the Division’s retainer payment:

 

 

In addition, a provider who was prior authorized for and providing any of these five services to an individual before March 17—and who is receiving the Division retainer payments—cannot be added to that individual’s plan to provide any similar service for any weekday daytime hours (for example, Community Based Supports, Individual Supports-Hourly, Prevocational Training-Individual). Doing so would result in that provider receiving double payment for weekday daytime services, which is not permitted.

 

To the extent possible, day service providers receiving Division retainer payments should continue to provide support, remote or otherwise, to the individuals they had been serving before March 17.
