Understanding Eligibility & Accessing Services

New Jersey Division of Developmental Disabilities (DDD)

The New Jersey Division of Developmental Disabilities (DDD) provides public funding for services that help adults with intellectual and developmental disabilities (I/DD) live as independently and safely as possible. These services are delivered by independent, DDD-approved providers in communities across the state.

Who Qualifies for DDD Services?

To receive DDD-funded services in New Jersey, an individual must meet both Medicaid and DDD eligibility requirements.

Basic Eligibility Criteria:

  • Be a New Jersey resident
  • Be 21 years of age or older (applications may begin at 18)
  • Be Medicaid-eligible and maintain that eligibility
  • Meet the functional criteria for having a developmental disability

Functional Criteria:

An individual must have a chronic physical and/or intellectual disability that:

1. Appeared before the age of 22
2. Is lifelong in nature
3. Substantially limits functioning in at least three of the following areas:

  • Learning
